Hwy 313/191 Small Area Plan Discussion. The GC council has directed the planning commission and staff to draft a Small Area Plan for the Highway 313/191 area, ideally to be finalized and adopted by end of 2020. This SAP will provide guidance for future development in the area. At Monday’s meeting the planning commission:
- Will review survey results thus far: Of the ~450 survey results submitted, an overwhelming majority favor minimal future development, with strong protections for viewsheds and groundwater resources. Similarly, an overwhelming majority strongly disapprove of any new overnight accommodations, including RV parks. Summary of survey results are at PDF pages 6-16 of PC packet here.
- Will continue discussions regarding drafting the content of the SAP to incorporate the survey results in order to provide strong guidance to future applicants, the planning commission, and GCC members in the decision-making process for developments in this area.

Public Hearing: Land Use Code updates re:
- Article 4 – HDHO deed restrictions simplification and requiring expiration of HDHO approval if building permits not obtained w/in 24 mo. of recording final plat for project;
- Article 5 – add minimum lot size requirements;
- Article 9 – public notice requirements, conform plat amendment process to be consistent w/ state law, set reasonable time frame for response from GCC to rezone applications, revise constitutional “takings” review and appeal procedures to be consistent with state law.
All American Acres 4-lot subdivision and re-plat, 4401 Easy Street. The applicant is requesting division of an existing 5.03-acre lot into four (4) lots of generally equal size of approximately 1 acre. Staff recommends a condition to ensure proper common ownership and maintenance of the private access tract. See GC PC packet at PDF pages 37-89 for more info.
Viewgate Terrace Phase 2 preliminary plat, 4-lot HDHO-35b subdivision, 1248 S. Hwy 191. The private housing areas are behind the hotel which fronts Hwy 191. All HDHO units will meet the HDHO requirement of 80% deed restricted to Grand Co. primary residents actively employed in the county. See GC PC packet at PDF pages 90-129 for more info.
