Moab City Planning Commission Meeting Report 2021-04-08

First it was announced that the April 22 meeting will include three public hearings: 

(1) Proposed Resolution #13-2021, Approval of the Final Master Planned Development for the Lionsback Resort. The Preliminary MPD has already been approved.

(2) Proposed ordinance #2021-06, a zone change application, Kane Creek rezone for parcel #01-0001-0173, 398 Kane Creek Blvd, Moab, UT 84532. The proposal will change the current zone for the parcel from RA-1 Residential-Agricultural Zone to R-3 Multi-Household Residential Zone.

(3) Proposed Resolution #00-2021 Planned Affordable Development and Preliminary Site Plan Application for Walnut Lane Apartments, 250 and 280 Walnut Lane, Moab, UT 84532.

Discussion items:

1. Preliminary plans for developing the Moab City owned Walnut Lane property was discussed. Some minor changes in the final layout are still being made. The development will eventually include 80 apartments in a combination of duplexes and apartment buildings. The development will be done in three phases. The first two phases are primarily aimed at providing housing for current residents. The first phase will be built on land without current housing units. Phase 1 includes 4 duplexes. This will free up land for constructing an apartment building that can house the remaining residents. Phase 2 will be a 24 unit apartment building. This will free up the rest of the parcel for new construction. The third phase will be the largest with a mix of affordable and market rate housing units.

2. Discussion concerning the development of a new and permanent ordinance for outdoor dining that would replace the current temporary permit for outdoor dining. The current temporary permit expires June 30. There will be public meetings concerning this new ordinance in May.

At the end of the meeting Planning Director Nora Shephard said that Moab City is considering returning to in-person meetings in May. This will depend on COVID-19 continuing to decline and the comfort level of council members, commission members, and staff with the safety of public meetings.
