Grand County Planning Commission Meeting Report 2021-01-11

Election of officers.Emily Campbell elected Chair; Bob O’Brien elected as Vice Chair. Both votes were unanimous.

Planning Commission Bylaws discussion. PC made minor tweaks and housekeeping updates.

Mike Duncan’s Water Presentation. The slides are in the packet and are definitely worth reading. In short:

  • We are nearing or maybe at the “safe yield” level – which means the Glen Canyon Group Aquifer (which provides the City and County culinary water) is being withdrawn at it’s long-term recharge rate.
  • We have a painful, but manageable paradigm shift in front of us.
    • Until now, the water’s always been there, essentially free; but no more.
    • Water will get more expensive.
      • We’ll have to conserve.
      • We’ll have to buy, trade, share or bank for new water.
    • This may limit new residential and commercial growth.

Priority Setting for 2021. Commission discussed various issues they want to address in coming year, including:

  • Airport Small Area Plan
  • S. 191 Corridor planning
  • Housing development regs for affordable housing and tiny home communities
  • B&B review – currently zoned as legal non-conforming use
  • Land Use Code – clean up
  • Pedestrian transport using main arteries
  • other miscellaneous topics
